I’m just going off the initial proposals of the wheel which included that waiting period. But I think it’d need to work that way for owners to sign off. Since those traders were made by teams projecting the future of the trade partner to some degree.

Another issue the wheel has vs. other systems is that you can’t really back out if people hate it for like 30 years until it has run a full cycle.

Every lottery fix has negative consequences but I actually think the idea of freezing the lottery at a certain point in the season has fewer issues than people make it seem.
