Linguistics isn't language specific since it's the science of language. It's like saying "Western biology." (FWIW, I learned this mainly in Spanish linguistics class.)

Cantonese and Fujianese are not varieties, they are different languages entirely.

Topolects in the US would be Southern English or Pacific Northwest English. In Europe it would be Swiss vs Austrian German. Someone from Guangzhou and someone from Fuzhou couldn't communicate without Mandarin.

Interesting. I was taught that dialects are mutually intelligible whereas languages are not. I googled "topolect" and it is defined as "the dialects of a specific area collectively, constituting a variety of a language." Cantonese and Fujianese would not be topolects since they languages.
