The US is a disjointed system of law enforcement.
Each City has it's Police.
Counties can have Sheriffs.
Each State has it's Police and then there's the Federal law enforcement like FBI.
Each one thinks they are the best and the others inferior.
Cooperation? Well that's a nice idea, but difficult.
