when I'm on a highway and the speed limit drops from 65 to 45 I simply apply the brakes until I'm at 45.

all proposed speed limiting devices wouldn't even do that. they'd just keep you from accelerating, so you'd gently coast to 45.

why would they suddenly drop speed?

there is no outside force required here. everything happens within the closed system of the car. my father's new volvo has a feature that puts the speed limit on the dash and blinks at you when you're exceeding the speed limit. this is the same thing but connected to the fuel injector.

The GPS knows where you are.

This means that with an up to date map the onboard computer knows what the speed limit is. 

If that same onboard computer figures out that the vehicle's current speed is approaching or has reached that number, it throttles the fuel injector

your car has GPS. the GPS knows where you are, therefore it knows what the speed limit is and therefore it throttles the fuel injector and keeps the accelerator from accelerating past that speed. No remote control required.
