To be clear, that's a 4h exposure to fumes generated from Teflon at 280C. Heating Parakeets is not recommended at all people😋

Note: Teflon begins smoking before 260C, but that seems to be treated as unproblematic for some reason that I don't know.

Before I could see your whole text I was thinking the same 🙂 But it's more than flaking. It starts decomposing at 260C (higher than normal frying, but not super far from) and they killed parakeets with a 4h exposure at 280C. Not a huge problem but still, and it's very persistent in nature.
