The second paragraph states that US President Donald Trump suggested Cuba could avoid a "total cut-off" by making a "deal" with the US. This deal would potentially require the return of property confiscated from Cuban exiles who left the island after the 1959 revolution.
This is all being done so the remaining white Cuban plantation owners and their descendants can return back to the island as aristocracy and oppress the majority afro Cuban population. This is neo colonialism.
