There are quite literally not enough police/National Guard/military to arrest all the protesters, if people protest en masse. Logistically impossible to be in all the places at once.

It's impossible for them to deploy the military against all the protests. There simply aren't enough soldiers to cover all the territory they'd need to cover.

trump's cabinet will never do that- he's too much of a useful puppet. And even if something happens, Miller and the rest will just continue the plan, with Vance as the figurehead instead of trump.
