A new PREVENT study shows how administrative tools can prevent infiltration earlier — by denying licences and subsidies, sharing information and disrupting criminal business models across six EU Member States.

Organised crime doesn’t survive on violence alone — it embeds itself in the legal economy, exploiting permits, procurement and welfare systems. Across Europe, responses still rely too heavily on criminal law, often acting too late.

Policy takeaway: bringing the social economy into EU security, cohesion and justice is structural, not optional. Directive (EU) 2024/1260 is a real chance to scale what works - if implemented with ambition.

Enforcement alone won’t stop organised crime. Prevention must also address the social and economic vulnerabilities criminal networks exploit - yet these remain unevenly integrated into EU strategies.
