You don't memorize fireball, you memorize RUK, THE UNMAKER OF EARTH, LIFEBLOOD OF ACID, CALLER OF DECAY, RUSTBRINGER (mournful, acid, decay, death, hesitant)

Now RUK is in your soul, in a way. You bubble over with the essence of RUK, he's in your mind.

That's why memorization and slots exist - because you're cramming this chunk of vital, essential reality into your *soul* and that takes TIME and EFFORT.

Anyway, here's how I'd do it, mechanically speaking

You have spell slots, but spells aren't...specific mechanical chunklettes.

Okay, so, in the megadumbcast, Kris Megadumbcast (actual name, don't google it), talked about what Vancian magic is meant to be in the Dying Earth novel, where in spells are...alive and aware and vital. They're a deep fundamental part of the world, and they literally leap off the page when you read

There is no limit to spells you can memorize, but you have a limiter on your *control*. A wizard can maybe keep RUK locked up and from twisting their personality...but can they hold RUK and LUNE and QUE? No! Not all three, not at once! But you may need to forge the powerful spells.
