I think she did a restore from her iPhone cloud backup. Maybe that's where things went sideways.

PS my friend had an interesting theory - perhaps the storage wasn't attributed to WhatsApp because it was already offloaded! I've lost my repro, but if anyone else stumbles across this thread, please let me know if un-offloading WhatsApp makes the attribution correct.

That showed me that it was all in WhatsApp - which is weird because 1) it didn't show up under WhatsApp in the storage breakdown and 2) WhatsApp wasn't even installed - it was offloaded!

After I fully deleted the WhatsApp app on the iPad, the space was finally freed up!
