Seriously, MS? seems you can't update an Outlook appointment that has a Teams meeting associated without an Internet connection.

Other gripes aside, Outlook used to be pretty good at letting you work offline and then syncing up.

But with recent features they seem to have given up on this.

Funders can drive change. Authors can't. Authors are producers, not consumers. Producers don't decide demand, consumers do. Funders and research institutes must demand change of their authors, or withhold their funds. It's that simple. Funders have all the cards.

Funders hold all the cards. There's this flawed view that authors are consumers and journals are producers. Wrong.

Funders and institutes are consumers. They contract authors to produce research, and they pay for journals to QC the work.

More fundamentally, every active scientist has been brought up in a system where The Drain was already normalized.

I don't think the gov has to be actively anti-HE to explain their actions. I think broadly speaking they don't care about HE, but are very pro-tabloid-headlines and see international students as a problem to be solved. HE is collateral damage. IMBW, and in practical terms the results are the same 😞

My take is that they don't have any particular wishes about the number of HE providers - but they heard the idea of numbers caps from UCU and others, asked their buddies in the Russel Group for advice, and came up with this twist on the policy....

Clearly government has read what #UCU is telling them about numbers caps, misunderstood the reasons behind it, asked their buddies in the Russel Group for advice, and come up with a new policy that looks a little like what was asked for, but will be worse than doing nothing.

When I recently submitted a paper to an Elsevier journal, they offered to put it on their preprint database SSRN at the same time as it went out for review. Great!

But now SSRN is bombarding me daily with emails saying "Your paper was listed on the Top Downloads list today!"
