I think most people are reacting to the caricatures of the scheme being presented in the press. The honest answer to most questions of detail is 'no one knows yet'.

Who is doing good commentary / thinking about the non-tech aspects of AI. Ethics, sustainability, copyright / IP concerns, UX, safety etc?

My career is mainly UK but in places where this is also applicable. I did some stuff for a 'bit' of US Joint Chiefs org many years back where 'why do we need to do user research, we tell them what to think' was a prevailing attitude.
In this case I think you nailed it - lack of care.

They're not, but they also mitigate a lot of risks the end-users may be unaware of which is why there's generally a culture of unquestioning compliance in these environments. As you surmise - lazy and incompetent to take this content into systems designed for civilians.
