Unfortunately, that's the point. Sow confusion, chaos, and cruelty.

Trump administration told a fed judge that it will partially fund SNAP in Nov to cover about half what recipients would normally receive, however, it'll take "several weeks" to deliver the partial payments.
To make up for the loss, Trump will be donating leftover cake crumbs from his Gatsby Party.

I agree! I was active duty in the late 80s and early 90s and there were families on SNAP then. It's even worse today because wages even in the military haven't kept up with inflation.

It's the lower-ranked enlisted people with families that usually qualify for SNAP

They just announced they're using the partial payment option but no word yet how much that will be. 75%? 50%? I guess we'll find out if they follow through.

But yes, I agree, if they pilfered the money, they'll try to get it put back before the hammer really comes down on them.
