The ultimately it's down to them, and nobody else.
Particularly if they know the person in their community they're using English with has Gaelic too.
That's actually a lovely situation many people in Glasgow, Edinburgh and Inverness would relish.

Nobody can actually prevent anyone using Gaelic any more than they can enforce the use of it.

An unpopular opinion I expect, but perhaps there's something to be learned from the sheer determination of urban speakers, creating spaces and opportunities to the use the language.
