Based on the way the markup was structed and how little it changed from when it was correct I this doesn't make a great deal of sense as an explanation. The constitution isn't that long. There aren't 100 sections in then entire document. And the missing sections are near the beginning.

People are framing this as "The constitution text got altered and the annotations were removed" but I think it may be more accurate to say "The annotations got removed and the constitution text got altered". If they'd stuck to the former it might have flown under the radar.

Yeah. There was a process to eliminate politically verboten discussion -- such as the President is not allowed to take bribes -- from government websites. It's possible somebody ran a script without realizing it was going to hit contexts that would going backfire. But that's still malice.
