I find para. 4 concerning. Does this extend to those non-parties which have taken measures against the Court and breached its independence, incl. sanctions and criminal cases? Can a true "dialogue" be conducted with rogue actors "with full respect for" the Statute?

This is from one month ago: ASP Bureau update that became public earlier this week. As of 5/11, there was no estimated completion date for the UN OIOS investigation into the ICC Prosecutor's alleged misconduct.

This is bound, I dare say, to weaken the cooperation regime of the ICC even further, unravelling enforceability and subjecting it to various excuses and exceptions states are so good at coming up with. If anything, it must be strengthened, not eroded. It's already working poorly.

On non-cooperation Uganda voices a problematic proposal to amend Art. 87(7) ICC Statute, so each state party's internal political situation and circumstances (eg national security concerns) are analysed individually. Otherwise more withdrawals from the Statute will follow. #ASP24
