As someone who designs affordable housing, this is reasonable design. It could even be better. When the building must be simple form for economy, material and colour changes are important and good design tools to avoid blandness.
You should actually push for even better design.

What kind of a system allows certain projects to get massively bigger and more expensive without any pushback?

Allows amateurs to (ostensibly) make design decisions based on the vaguest information?

Allows architects to “advise” that their job (and fee) should get much bigger?

We have a consultation problem. I write about a Toronto rec centre that will have taken 14 years to plan, cost at least three times the original budget - and be a bad building.

the park is basic. the fountain is lovely, but too large for the space.

Prefab does not work simply because it is a HUGE 30-50% cost premium over conventional construction. That is why it has never been adopted. There is no much duplication of apartment envelope construction, which is structural and expensive. Let's focus on building good housing that is cost effective.
