Here's the language from Trump's appeal of the District Court ruling on tariffs that said they'd pay back the plaintiffs, at least (they made this promise to get a stay back in May).

Penn-Wharton economists estimate more than $175 billion in tariffs may need to be refunded. The companies that paid the tariffs would get a refund but, of course, not the consumers who also paid them. Same beat-down, different game.
