The same problem in Canada. I like the idea of wifi in the article as it keeps more eyes nearby. The main part seems to have an onsite attendant or very regular cleanups and walk throughs to discourage bad behaviors

they have approached the Canadian steel industry to provide 4000 km worth of steel rails for the HSR project. He said no steel rail is currently made in Canada which surprised me.
Such a simple and effective design. The pedestrian islands we are building in Edmonton are all monstrously large compared to these ones. Less cost to build compared to ours
