I can remember being taught the βadd zeroβ rule in primary school but not understanding it. I mean adding zero just gives the same answer. Thatβs dumb.
It was only in my late teens as I was working in non base 10 that I had a Eureka moment. Ah! Thatβs what they meant.

I donβt want to be Eeyore but you are perhaps starting from the wrong place. The UK policy civil servants I have dealt with have without exception been super smart, very switched on and truly committed to their policy areas. To assume that they are unaware of the state of HE is a mistake.
