Not an expert but if the east wing of the White House was built in 1902 and substantially remodelled in the 1940s it's going to be *riddled* with asbestos and you don't go at asbesto-filled concrete in that way.

When, & I do mean when, not if, ICE starts getting beat downs in the streets, this will be why. Clergy. Kids. Kidnapping. Gas. Vehicle assaults. And the lack of states truly standing up for their citizens and charging and defending against these things.
