I'd probably ask the therapist and the prescribor for their basis in believing that they're competent to do that, and then consider how reasonable it seems, as a starting point.

Is it not completely normal car maintenance to swap the batteries in gas cars???? That seems like a basic skill of car ownership that most people would just do, except in cases of things like disabilities that make it harder or impossible

I find professional licensing as it's generally implemented to be poor (too much emphasis on experience hours and not enough on checking skill directly), so if the only issue is a missing or different license, I would not object to that.
