Okay so it looks like the relevant statute is 10 U.S.C. Β§ 3252 statute, and the Secretary is entitled to take the following "Covered Procurement Actions" to address supply chain risks.

None seem to align with what Hegseth said. It appears limited to subcontracting (not "any commercial activity").
