Letting agents in Reeves' case admit they said they would licence the property and failed to. That should be that.

Reeves technically committed an offence, and a rent repayment order application is technically still possible, but Reeves would have a decent defence of reasonable excuse in the circumstances, so even if an RRO application was made by the tenants, the prospects of it being successful would be poor.
