Per the precedent set in the Murthy v. Missouri decision, the government is permitted to communicate with social media to "assist with content moderation". I'm guessing they are allowed to voice displeasure with legacy media as well.

Kimmel's First Amendment rights were not violated. See Murthy v. Missouri. Government can communicate with media and voice their opinion on content.
