The main benefit of free buses is to reduce loading times and allow all door boarding. In Miami the cost to collect fares on the Metromover was more than the farebox revenue. They made it free and it is very well used now.

The paid ferries are an incredible bargain. Probably best transportation in NYC (in the summer).

Driving in NYC is a hassle (as it should be). Even if you own a car, where parking is free, it is difficult to come by and takes a lot of time. Where it is paid, it is more than a transit fare.

I think Douthglesien analysis, usually, is that there is a solid measurable “way people are, on an issue” and they try to triangulate enough issues with enough demographics to win seats. That isn’t how politics works—now, at least. Issues are manufactured; emergencies are made from whole cloth.
