i think that's a misinterpretation, they didn't literally use the exact same code outright but took inspiration from it, initial d and outrun's handling + game design to create a new blend that feels sega-like but isn't a total copy of them in unreal engine

if i have the timeline right, net merc got delayed so much that the ride with the same headset actually came out before it in 1994 - and IIRC it did use the model 2 (which was apparently a major PITA as they needed shedloads of them for 4x eight player pods, 2x for each eye) so the support was there

AFAIK net merc itself was a weird byproduct of a deal that sega JP cut with virtuality way back in 1993, which got delayed multiple times and only wasn't cancelled altogether because it allegedly outperformed daytona on loctest - you wonder why they even bothered to plan for VO to use the same tech
