Ummm aren't these the people who don't want women to work? Wouldn't women shopping in those hours perhaps be stay at home parents? Work, but also bea stay at home mom who doesn't leave the house during daylight hours.

The intention for any who miss it, is to exclude certain people from being out in public when they cannot use facilities safely.

This has been done to oppress many groups, all for that reason.
