Main Concerns: This bill imposes harsh financial penalties for students who engage in a wide range of protest and civil disobedience activities which result in even minor student code of conduct violations. This bill would broadly impact students who are disciplined for engaging in campus activism, including protesting on campus, graffiti, and participating in student encampments. For example, students who protest outside of campus events using "loud or sustained noise" intended to discourage attendees or who block campus sidewalks could be penalized under this bill. This is a further attempt to suppress campus activism by creating higher penalties for students who speak out. Given universities' willingness to call law enforcement in response to campus organizing, this bill poses a threat to student safety. Following the harsh crackdown on support for Palestine in colleges and universities in Georgia and across the country, this bill will likely be used to further repress organizing in support of Palestine. Despite boilerplate language in the bill aiming to protect First Amendment rights, this bill will nonetheless curtail those rights by repressing student speech.
