The Republican House bill to continue funding the military gave Trump the authority to decide who gets paid and who doesn’t. Every Democrat voted against it. But your idea falls perfectly into this scenario.

We don’t pay them enough to support a family. It’s difficult for spouses to keep a steady job because they move so often.

Those are not major cities. And in between them there are miles of nothing on both sides of the freeway. Traffic is ALWAYS terrible there because there are no exits or entrances to the freeway. No one is going to a parade or a public event at Camp Pendleton and it won’t affect any protests.

It won’t stop protests! Camp Pendleton is huge and not near any major cities although a major freeway runs through it. Protests are happening locally. Seems like this event will be harder on people not going to the protests.
