I agree! But if I knew the people i asked to referee a paper had all refereed it before for the same journal
I would probably try to get at least one new one also

In addition to the subjective decisions of the referees, the editor’s choice of referees is also subjective, and often a bit random. This is all the more reason not to lock in the initial set of referees has the only evaluators.
