If you say so. I don’t think these are separate questions unless you think “cause I say so” is a good enough reason that it’s “wrong.” The basis of your value judgement is hard to pin down and it seems like you just don’t like it. I’m sure they don’t like it either!

I don’t think it’s wrong if it’s the tool that achieves compliance. I don’t even think it’s unrelated! Transportation and housing have a synergistic relationship and always have, and not only that but they’re also tied together through things like property taxes
