This cannot happen with nationalised services, because they are not allowed to make a profit nor hold surplus. So the taxpayer burden is always at least Β£100bn.

For example, if the railway required a 100 bn of investment and made 8 billion a year, a nationalised system would need to find 100bn every year in tax, plus inflation.

Because they operate through state owned enterprises where shareholder value is returned to the only shareholder.
