Basically non-cash payments create a substantial economic surplus, and the question is whether that surplus is split between the customer, retailer and CC processors, or if most of it is taken up by the oligopolists. But even in the latter example retailers still might benefit somewhat.

I mean, interchange fees in Europe are capped at 0.2-0.3%. So idk, but I feel like that's a good tradeoff. Certainly it helps making adoption more widespread, since total fees on CCs can be brought below 1%. And mobile payments can bring this down below 0.5%, using the same terminals and acquirers.
