I remember how unsafe it was trying to ride a bike to Balboa Park prior to adding the protected bike lanes along Park Blvd through Balboa Park. If it was up to the museums, those bike lanes would never have happened.

That no effort was made to help people use transit or biking to get the park to save on parking fees, it makes it even more obvious that this was only about making money on parking fees with no other purpose.

It was never about managing parking. It was reverse-engineered to try to generate a certain amount of revenue to cover a deficit in the general fund. Then lots of exemptions were carved out reducing revenue and making it more complicated.

I really wonder how many of the people complaining the most about paid parking are paying money to visit the museums. For whatever reason, at least on weekends, the lots with the most expensive parking are still full.

Why will MTS never fight for its riders? It doesn't do anything about cars blocking bus stops or bus lanes and was conspicuously silent when the city removed a bus lane on northbound Park Blvd used by the 7 and 215, two routes with frequent service and higher ridership.

San Diego won't pay for the cost to add and remove bollards on 5th through the Gaslamp, even though closure of 5th to cars was better for business. Cars are not better for business, even in San Diego.
