In terms of why excel used floating point, not convinced there's a good reason not to use floating point. You lose usually-negligible precision while handling a much larger range of numbers than fixed point would permit.

It's a quantization error. Can't do infinite precision on a finite system.

In some cases like audio it can be mooted: no human will hear the difference between a CD-Quality 44.1 kHz recording and the real thing. But a dog would hear the lack of frequencies >22.05 kHz.
