I think this under appreciates anti-statism in the US, where even government presence that provides material benefits generate opposition. Those benefits cost money and a sizeable population resents any spending on public goods.

So… While not closely following the Senate's proceedings, I see cloture on a motion to proceed to the House-passed CR failed. "Wait, what?" But that bill (HR 5371) had already been voted down, as had a motion to reconsider. 🤔 Iow, they'd already been _on_ that bill, so what's with a MTP?
