discouraging conversion for that reason is not an Israeli innovation. it reflects the general understanding that marriage would be the greatest motivator for insincere conversion. certainly it takes on a different aspect in the Israeli context

Ah, I see. I am hard to shock but I would have actually been shocked if that was articulated explicitly in a written law. I suspect that if challenged on this they would simply say that the sincerity of the requests was suspect and compare it to other less theoretically significant instances
