Sure. Except that's what trump & co want. They want these organizations privatized, not funded by the govt. They're fighting, the lawsuits exist and are still coming, but they have to comply to help who they can instead of losing all ability. They're doing their best in uncharted territory.

If they lose funding, they can't help anyone. It's awful but their view is it's better to comply so they can keep paying their staff and help those they can.
