"Legal tender" (again speaking from a Non-US perspective) usually has specifics beyond the currency. For example in my county you can't pay in pennies beyond a certain value, even though pennies are legal currency themselves they're not legal tender if you try to pay with thousands of them.

I'm not from the US so I can't comment specifics and I believe it varies by state anyway, but buying goods is not usually considered a "debt", unless the sale has already been agreed upon. They don't have to agree on it to begin with.
