So the effect is that Jan 28 decision is invalid, a subsequent decision (if properly following process) would likely not be.

So, the Qld SC is the highest court in Qld, but there may be grounds to appeal a decision to the High Court (which is the highest court of appeal).

As for whether it's illegal for him to remake the order, unfortunately not:
