Two shafts of The Tribute of Light represents the fallen Twin Towers of 9/11/2001 on the annual day of remembrance. Notice the birds in the beams - which look like angels ascending.

Note: they shut the lights off for 20 minutes at a time to allow the birds to reorient themselves and leave the area.
