Given its simple nature, the signal can be decoded using Universal Radio Hacker, but you may have to specify the samples per symbols manually as URH tends to assume the symbol rate is MUCH higher than this

Should have specified, the observed position is roughly around Astra 2E, though I have no means to determine that with precision

Yet unidentified satellite in/near GEO is transmitting on-off-keying (OOK) at around 20 symbols per second. Deafeningly loud signal that can be picked up on a bare TV LNB, around 11325 MHz

These are taken from an overnight YouTube stream, once/if the satellites are identified it will be possible to get nice strong samples and screenshots of the signal with a high gain antenna

I've also been running a C-band scan for any signs of telemetry from the Ionosfera-M satellites, and I believe I found two candidates that more or less match what I was expecting, around 3411 MHz. L-band scan now underway. The satellites should also transmit at 400, 150, and 137 MHz

Only the highest quality content on this profile, here's a phone photo of a screen inside of a cardboard box while I was receiving Eumetcast Africa with the RFNM SDR, 2.5m dish and a new choke for my C-band LNB.
Real screenshots maybe tomorrow
