But, the teleplay was extremely tight; all the WTFs happen too fast to linger on. Romance and Comedy were firing on all cylinders. Seems like the BBC learned a lot.

Though it didn't successfully relaunch the franchise, it set up a lot things we'd see in later Who. Romantic relationships; Comedy beats; Grand Tardis interior architecture; bigger budgets; crazy regeneration sequences.
UP UP UP:
Opening theme was killer. Hits perfectly. All future opening themes should aspire to the perfection this one attained. Not overly dramatic, sufficiently nostalgic, but still constantly moving forward. Chef's kiss.
Big Down:
It took the movie 23 jucking minutes to get going! I mean, come on man! Is the screenplay trying to be a medical drama, a Doctor Who episode, a CSI series, or a Disney ride?! Pick one, let's get moving.
Up:
Special effects were pretty good! Don't know if I liked the Viper, but it wasn't bad as far as CG goes. The interior of the Tardis was cozy and lived in.
Down:
The motorcycle that ran through the Tardis. I'd give this a WTF but it was a dumb gag.
Down:
Eric Roberts as The Master didn't work for me. I mean, his scheme was very Whovian, so that was fine. I just don't think Roberts ever convinced me he was The Master.
WTF:
No way did Dr. Holloway have a house overlooking Golden Gate Park, not even in 96!
Chang calls an ambulance for the Doctor but not for his gunned down friends? I'd blame the screenplay, but again, Space Babies, so gotta let this slide.
Down:
The weather for SF in late December was really off. Lightning is rare in the Bay Area.
Speaking of, why did the hospital have an entire wing exposed to rain with lots of stored equipment exposed to the elements?
Forgot to mention the absolute waste of Sylvester McCoy. Poor lad.
Down:
Chang Lee: no way to causal about his friends getting gunned down. And no way he waited for the ambulance. Weird plot choices. Chinese gangs on the mean streets of SF is really racist, and no excuses for it being 96. Very disappointing.
Neutral to WTF:
The Eye of Harmony looks like a set piece from the Indiana Jones ride in Disneyland (a ride that was only a few years old when this movie came out).
I'd like to knock to the screenplay, but somebody green lit Space Babies in the Gatwa era, so this is neutral only in retrospect.
Ups:
Paul McGann and Daphne Ashbrook had good onscreen chemistry.
I loved the 1996 SF skyline. Very nostalgic. I was going to school at Berkeley in 96, and frequently went to SF, so the outdoor shots were spot on.
Sometimes @elittlechild.bsky.social at @whoculture.bsky.social will rewatch on old Doctor ep and rate it. I realized that I've never seen the 1996 Paul McGann movie, so I caught myself up last night with that bit of older Who media.

I am extremely sympathetic to anyone who needs a mobility aid. Anyone "hacking" the system should know there is a layer of Hell being carved out just for them.
