More resources allow regulators to enforce both targets. With low compliance costs, firms comply with both targets. But for high compliance costs, the additional resources for regulators can backfire - now firms prioritize!

One regulator, two targets: one is easier to enforce (the firm's behavior is easier to verify) than the other.

Low-capacity regulators must prioritize - and firms comply more with what they think is enforced more (the easy target).

A careful study of every populist episode since 1900 finds catastrophic consequences, which play out slowly.

On average, incomes fall behind by nearly 15% over 15 years.

For the U.S., this is a cost of about $13k per person per year. Over a lifetime, that's million bucks.

We also demonstrate that shorter smooth-landing contracts can dominate longer ones because they are more cost-effective (but may be less effective in implementing a fully cooperative outcome).
