California has 53 members of the HoR, most of whom would be excited to vote down aid to the Gulf Coast for future disasters if they're denied help with the fires.

It'll never happen because the Drumpf needs the debt ceiling raised far more than California needs the relief money. The Dems hold all of the cards here; Johnson needs their votes to get anything passed in the HoR.
