An extra £2bn for an extra £50bn of investment doesn’t strike me as a real constraint. Even £5bn if it nudged interest rates up. I suspect the constraint of decent additional investment isn’t financial but labour, resources and available good projects.

Isn’t the current budget in balance the real constraint on spending. Not aware that the borrowing rule is a real constraint on investment.
