I suspect there's a character missing from that power supply specification. It's probably 5V plus or minus 0.25V, which makes perfect sense.

My solution would be to remove the express lanes on the 401 and replace them with a 4 track surface railway from Meadowvale to Pickering. 4 tracks allows for express/local service, and also allows a track to be shut down for repairs without having to shut down the entire system.

"Good car access" means living near a freeway. That has always been something that reduces property values. Meanwhile "quiet dead-end road" is a positive factor.

It won't be a huge loss to humanity. That research will simply move to other countries. What it will mean is that 20 years from now people with a cancer diagnosis will have to leave the USA for treatment because "the best healthcare in the world" won't be able to help them.

That is what is referred to as a "static" drive. There's one common for the entire display, and then one pin for each segment. Driving a segment in phase with the common results in a segment that is off. Driving the segment out of phase with the common produces a segment that is on.

That is a matrix display drive signal then. It's not high-Z though. It's being driven to VCC, ground, or VCC/2.
the display is driven in frames, where each frame is 2xN time intervals, where N is the number of common leads.

That depends on how the display is arranged. With a single common and individual segments, driving it is fairly simple ww1.microchip.com/downloads/en...

If the display is a matrix, then driving it requires multiple analog voltage steps on both the segment and digit lines. This gets messy quickly.

There's enough keys for a hex keypad, with half a dozen or so keys available for commands and/or interrupts.
That's easily enough for something similar to the SDK-85
The hard part might be repurposing the display. You might need to use something like the MAX7232 to drive it.
