For a segment to be 'on', there must be at least one interval in each frame where the difference between the common and the segment is two levels. For a segment to be off, the difference between the common and the segment must never be more than one level.

Here's where it gets messy. In each frame, the number of time intervals where a segment is one level above the common voltage must be matched with an interval where the segment is one level below the common. The same for intervals where the segment is two levels above or below the common.

That is a matrix display drive signal then. It's not high-Z though. It's being driven to VCC, ground, or VCC/2.
