I'm no expert, but the letters O, A and especially R look different.

Used to happen across all public hospitals in New Zealand (using three-letter, four-digit unique identifier) and Scotland (using ten-digit unique identifier).
I haven't worked in either of those places for many years so can't say what's happening now.
Perhaps the golden age of PACS has passed.

I've been involved in this sort of process from both sides.

I think scoring systems for CVs and applications are devised by people in specialties to select people that resemble themselves.

It's no wonder the demographics are perpetuated.
