Again, just because he didn't have the legal authority to do it, doesn't mean he didn't do it. He didn't have the authority to extrajudiciously execute 11 "drug smugglers" off the coast of Venuzuela. That doesn't mean he didn't do it.

The article makes it clear that it's not entirely clear if he has that authority, which is really the right way to report it. And regardless if he CAN, he already effectively did. They've already changed their branding, website (including URL), and I'm sure they're working on signage right now.

I mean, the headline is accurate. He did sign the executive order, and in that order he directs the change. Just because he doesn't have the legal authority to actually change it, doesn't mean the didn't sign the executive order directing it's change.
